PVC frames ground floor, Yes.

1st floor sometimes, depends on the job.

Above that, No.

Also got to take into account if they have those dreaded vents.

If they havent got vents then why on earth not? Nought above them to bugger the job surely the job'll be better if its all done.

UPVC First clean - always and thoroughly including vented windows.

Then:-

Approximately every other time.

It's a game of three halves!

no on most  i dont i find it can cause too amny problems on a lot of my jobs.
thats what i think, you just have to be careful not to splash the top frame when your doing the top of the window or that will cost you problems also...

Depends.  I do top frame where reasonably practical.  Sometimes it's too awkward to do if brickwork is too close and sometimes tile hanging is too close so I leave it on such jobs as the quality control or the danger of breaking tiles is too difficult.  Occasionally I won't do it if I'm in a hurry too.  Leaving it once in a while won't hurt so long as it's usually done regularly.

i always do the top frame, and i even do the vents on downstairs, on the first clean i do the vents first, then when i come back to do the final rinse of the glass i give the vent a wipe with a scrim. never had a problem and it makes the job look better as well.
