I cleaned my shop kitchens and toilet tiles with a steamer, you can use a little nozzle to get right into the grout, hire a good one and try first, you might flood the place with a rotary cleaner etc

I clean tiles as per a traditional window cleaner with an applicator and squeegy

Aqua Mix Heavy Duty Tile and Grout Cleaner backed up with some Nano Scrub if necessary and an emulsifying pad.  A makita rotary water fed hand held with an emulsifying pad will also help with stubborn stainds and save the elbow grease.
