Loose Lay Mats - Are they DDA Compliant?

Can anyone advise me if the new legislation for the Disability Discrimination Act Oct 2004, really does mean that loose lay matting is illegal ???

The rules that have been shown to me state that surface laid rugs and mats are not to be used!!!

Has anyone come across this yet?
