This may help http://www.bepressure.com/uploads/Products/product_142/BE_WAW_manual_all_models_UPDATED_2015.pdf
It does mention to grease the bearings every 30-60 hours of use.

When you say it will not spin connected to the washer is any water coming out of the jets at all?
Are the jets blocked?   If so remove the jets  from the arm, clean them out and before putting them back flush the fsc through (connected to the washer).  I've found when leaving the fsc on a driveway whilst blasting block paving with a turbo sand and crap can get into the inlet of the trigger which will block the jets. Doh! I've done that more than once . Not to mention snapping a jet clean off a fsc rotor arm whilst getting to close to gravel.  lol

Also best practice on setting up before connecting  a lance or fsc is to always  flush the washer high pressure hose through first especially if using any hoses coupled together.

It should have a grease nipple so before stripping it have you tried putting more grease in it.  Also tried to  flush any grit out of the shaft sealed end.

How old is it and has it had much use?

Sadly you can't rebuild those head units, they have a ceramic seal which can start to break up which causes the friction you may be experiencing.

The originals from BE are cheap rubbish, we fit SKF high speed to everything before they go out. It's a pain but it's worth the hassle.

All sorted now, managed to keep pumping white grease into holes on the cylinder and around the arm underneath left to soak in , good as new now!
I spray it everyday now after use
