A semi decent set of steps will reach those.

You could trad pole those higher small window panes using a cut down mop & blade to fit if need be no probs. If they are fake with just glazzing bars between the dg would be even easier to do with a wag on a pole

I'd say you are on the ball Smurf, they do look like glazing bars between the double glazed units should be  easy to clean
