Do you think i can get away with it if i park on the  double yellowed lines by put up a sign that says "work in progress"? Was talking to a builder the other day and he told me thats what he does when he can't find parking nearby

This is the official line:

You may get away with it on the other hand you may get a PCN.

Some 25 years ago I worked as an ice-cream man. My boss got me to park on double yellows in order to increase sales. If the traffic warden came along I just drove off & returned 10 minutes later. I'm not sure you'd get away with this nowadays.
