this is hard to explain and i am sure i am going to make a pigs ear of it but most computer programes work weekly so you enter a job and every 4 weeks it tells you what to clean i work on a period of the month ie first week i am in devon second week dorset is there a programe that works like that surely i am not the only one ?
so i could do for example dorset 1st weekdevon 2nd weeksomerset 3rd weekhampshire 4th weekbecause what i have found is if i put dorset in every 4 weeks after a period of time dorset might me on the 4th week i hope i make sense

George gives you the option to schedule your jobs either by the number of days/weeks or monthly, from the way your post reads to me I think you want to set it up monthly, ie weeks 1-4 then any days left that month are idle/not worked, then following month weeks 1-4 are worked, and the cycle continues.
They way I read it is you clean each area every 4 weeks , so why over complicate it you know when you are due in each area so input the details into which ever program you choose (Aworka) then it will auto plan everytime you are due , I think you are over thinking it mate , Mike
