Squeegee to clean outside of a window from inside

Customer has a problem - they have an utterly inaccessible window in the roof in a gutter valley. 

It's a bit like a Velux but it hinges at the top.  It doesn't open wide enough to get out to clean it.

The customer seems to recall having seen a "squeegy on a bent pole thingy" that is made to do this job but can't find it.

He doesn;t want me to do the job.  He'd like to buy one of these mythical things but just needs pointing in the right direction.

Anyone come across anything like that?

you can get a window wizzard they are crap bt better than nothig at all

is he sure it is only hinged at the top ,i had a one in my flat that was also hinged so it could swing round for cleaning ;)

Definitely only hinged at the top, i.e. not a Velux>

why not just say if it is an inside bevels to take out the glass and clean it that way, simple to do with a fine blade decoratoers scraper and a little hammer no risk and perfect to clean the outside of the frame at the same time, I remember having to do this on a block of flats as the builders took away scaffolding very simple and quick to do
