Hi Mr Hill,
Its not a true swivel brush. The pole holder can be adjusted to various angles and a threaded ring locks it into position. I bought one for those juilet balconys and found it was a waste of time. The brush is narrow so you end up having to feed it into every second bar. The bristles on the brush I have are rounded at each end meaning that the brush doesn't clean corners very well unless you have plenty of weight on it.
I tried it on a couple of other jobs but generally disappointed with it as a window cleaning brush.
The best brush for juilet balconies is the oval vikan IMO as the pole mounting is at a more acute angle than the general brush and so doesn't need an angle adaptor. The problem is that they are too heavy.
I currently use a Superlight Double trim. The angle adaptor needs to be straight as the bars are too close to the french doors otherwise, but i manage OK with it.
I also find that it works best for me by cleaning the windows that are above the metal bars as I would any other window. I have found that if I stand very close to the wall I can get the pole and brush up through the gap at the bottom and clean all the bottoms of the windows and doors through this gap. Then rinse through the bars. It saves having to keep feeding the brush in through the bars which has to be done at an angle. Downside is that you get wet.
