its a high level pressure wash pole.  think they are about £120 new

thta looks like a harris shrink wrapped as said, and clamps sprayed silver  :o :o :o

It also looks like the shorter of the two available from Northerntool, Leave it aloan and buy a new one about £70/80 for the smaller one.

That is the smaller version of the Lance I have, my one is 24ft and cost about £150 including VAT.
