Title: job interview question, see what you think

hi,

i just came out of a job interview with a council for estate services manager job, basically a cleaning manager job.  i had 5 mins to present a strategy to the following question:

"present a cleaning strategy to uplift an area or building that is deemed poor cleaning standards"

to me there are so many factors in response.  im interested to read what other professionals would have said.

Going back to my Uni' Business School Days, if an open question like this was presented, you were expected to come up with a number of questions, as you need certain information, in order to develop a strategy.
