Try filling it with water before you reinstall it on the unit.

1 have you put the catridge in upside down? easy done
2 is the unit set on flush?
3 any cellopane or dust covers on the actual catridge?

......or housing is connected the wrong way round (outlet pipe to inlet side and vice versa)

Or in the past i have done a pre filter up too tight and it wouldnt let water through, try letting it off a little, could even be an air lock, slowly let it off with the water on and see if it runs.
