i have used the ojec in years gone by, for both cleaning and non cleaning contracts,
it all depends what sort of business you are looking for, these contracts are generally long sales cycle affairs, yes they are big ticket jobs, but they want to know every little detail, and then even more.
i must amit that i used to like doing these tenders, and the sales cycle, but at the end of the day you can attend meeting after meeting, for them only to take the cheapest tender time after time.
i have in the past identified a lot of business this way, the weird thing about these contracts is i know that a university awarded a contract to a company that whilst it could deliver the service, would never have qualified through the financial tests.
so good luck, and grab what you can when its available.
