Title: whirlaway brush skirt catches floor when pressure not on.

my whirlaway brush skirt catches the floor when wheeling it along when trigger not pressed on gun.  when pressure is on it lifts slightly to help skirt over flags, should it catch floor when wheeling it along? or are the wheels worn?
