Title: help me guys asap, does clay paving need to be sealed after cleaning?

im stressing out with this guy threatening to sue me.  he said i should advised him to seal the blocks in order to stop sand going all ever the place in heavy rain. its never happened before to me but these custies are rich and horrible.  they also asked should i have wackered the sand in too?  thay are blaming me for everything  :'(  :'(
