Hi,
If the underlay is delaminated in anyway (crumbly/powdery/flat) then it needs replacing, likewise if it has been down many many years.
You cant clean underlay and why would you want to? It cant been seen....
If the reason your asking the question is because something has gone through to it and soaked it ie urine, etc. it needs replacing because on hot days the smell will penetrate through the carpet and stink the room out. If its tea or coffee just let it dry out, it will stain but so what ;)

If you feel that it is badly stained (with what?) and a smell could develop then replacing the underlay is your only answer, also wise to check and clean sub-floor ;)

i got a roll from BQ £45 . not sure what stains were on it because i had rented my bungalow out for a couple of years but they did have 2 dogs . i must admit it did smell slightly but not as bad as the new one when i took it out of the bag lol
will clean the floor
