Title: problem stains help required

i clean inside a fish n chip shop and the cleaners used HDC heavy duty cleaner when shop was getting gutted out and some got onto the windows and has left  aright feckin mess.

i tried mineral depost cleaner on it but no use really and also a scraper but with poor results. any ideas on what to try
