Saw dust is best covered up with something like old carpet. You won't do anything if its a large amount of diesel thats washed the tar out but a small amount will be ok if left. I have rollered a whole drive to make it look even but it is a pykie drive in the end

Hi
some kind of absorbent powder to soak up the excess (if any) then use a pro degreaser and scrub or use steam. As Tarmac is porous it will of soaked in to some extent so a black patch will remain, try www.restormate.co.uk for products.

Don't use a solvant degreaser as it will worsen the problem, you can try a detergent but I would'nt use something like spillsorb if its driven over.

the main problem your neighbour has got is that asphalt is diesel based. If you leave it it will eventually just soak in and dissapeare, but how long is he willing to wait
