I asked the commissioner's office a few years ago, when I was involved with a different business. They told me then that I didn't need to worry about it, as they consider invoicing and the like, standard business practice. From what I gathered, they are looking for people who keep general info on file to assist in sales, etc.

Of course, things may have changed since then...  ;D
