For those who employ, how do you deal with staff breaks, do you have set times for dinner etc.

It depends what the job is and what works best on the day. Breaks are flexible within reason.

Do you give them a set amount of time , do you make deductions for dinner.

I dont deduct for dinner because it is so flexible. Its swings and roundabouts really somedays they get more somedays less it really does depend on the jobs that day. To be honest though it usually benifits the guys most of the time and always let them know it ;)

mine get a run of jobs. when their finished they go home. they don't have breaks and prefer to finish earlier. Its their choice

Why do you ask, I'm just being nosey?
Don't you set your lads off with a set amount of work to do and leave it up to them when they take their breaks?
It's not good policy to micro-manage; unless you feel there's a requirement to do so.

I usually pay my staff from the minute they leave until the minute they get back.
Just wanted to know if i am being too generous.

I have almost no experience at employing window cleaners, though I did it briefly, once; he lasted two-weeks before I sacked him because he couldn't turn up to work on time, but I'm guessing that you suspect your lads are taking too long to do jobs because they're taking too many breaks; though I could be wrong.
However, the way the army do it is fairly good. They pay a 'day rate', so no matter how hard or how little they work, they get paid the same day rate; but obviously they've got to do what-ever tasks are set them; and if they've got to work longer than usual some days, so be it.
So if you want to pay your guys £60 a day per man (for example), you set them an achievable amount of work, and let them work out when and how they take their breaks; and if they finish early - given that all the work is done to the required standard - they get their £60 a day.
I think this method of working is called 'Spanish Working Hours'; but I guess it does have its pitfalls too. It could encourage them to rush, so they can finish early, so the standard of work could be lowered. But to prevent that, you'd have to be out checking up on them; showing some leadership and management stuff!

that is no an office job work is not continnious you travel from a to b so they have a break they smoke while you driving and of course they have lunch brake but i dont tink you can put a set time like person working for a bank can you? does not make sence

You should join them for a break once in a while and find out. You could shout in the coffee and doughnuts. Better still pick up the tab for the bacon and egg rolls after a tough morning, that can be money well spent.

or take them down the pub for a few on a friday. showing appreciation goes a long way ;)
