There is one already!!! Click on the 'Clean it up' folder, scroll down and it is at the bottom called 'a place to chat'

Bring back the private messaging would be the answer?
I know it was removed because some un-ruling members decided to abuse it with threats etc to other members.

If this was to happen in the future, the PM could be reported to a Mod or Admin and the offending member could be banned, for sending abusive messages
