Does anyone supply sanitary binns? is so what is the legal requirment for dissposal? and where? kind regards Phil

Yes lots of companys supply sanitary bins.

The rules are it has to be disposed of by a company that is legally registered to dispose of such waste.

They also have to supply you with a Waste Transfer Note to meet legal requirements(some companies charge for this note)

Why do you want to be a waste transfer company or thinking of supplying the bins?
