If someone builds one for you and then moves on or dissapears can you access it yourself for any modifications?

this will depend if you are the registered owner of the domain name or not (some people register it to them)
having it registered to you insures if that does happen the domain name is still yours.

If they have given you the ftp details then you probably could.
