Are they local competition to you?
Strike while the iron is hot, contact the facilities manager tomorrow and put in a bid for the contract.
Slightly off topic, you need to get some punctuation in your rantings, I was out of breath by the time I got to the end of it! ;D

If it's wfp why is it too big for you?
If you need a bigger pole for it and the job justifies it, then get one.
We bought a Brodex 60' pole for one job about 3 years ago, the job was £300 per clean every 8 weeks, the pole cost £800, but it's now in use at least once a week on similar big jobs.
You have inside contacts, your wife, find out what they are being charged, assess whether you can do it for the same price, you've already said you can do it better, sell this to the manager, and the jobs yours!

Get the Mrs to do a bit of investigating, ask her to get you an introduction. Nothing ventured....etc.
