Title: How best to remove paint from windows

I've just been given a contract for a builders clean in an old folks home that had to be refurbished since the floods last summer.

When I went round to quote I noticed that alot of the windows are covered in white painted fingerprints on the outside. Some windows are 3 floors up so I dont fancy climbing a ladder!
is it best to clean clear the paint with a scraper or white spirits? Afterwards I tend to wfp the lot.
Opinions/advice anyone?

PS: I used to clean the home last year wfp every 8 weeks so for the builders clean I quoted 4 times the price!

I'd use a scraper, only way to do a good job really (it will take you longer than you think)
Is there any way you can clean off the paint on the top windows from inside?

I should be able to clean the top panes from inside. They are old style sash windows but the problem is is that they are very stiff cos they have just recently got another layer of paint on them. therefore they are a bit tighter. Might have to get the oddjob man to open them al for me. I dont want to risk damagin them!
