So what happened when you found a ladder user breaking (from your point of view) H&S regulations?
Lights blue touch paper and retires ...

He approached the offending window cleaner and asked for his name and address, informing him that he was breaking health and safety regulations and that he would be reporting him to HSE for ladder use!! Tennnet clean is now recovering in his local A & E department!!! Get well soon Tennet ;D

LOL it seems I have built up some anticipation now, and I will try not to disappoint.
Alas the ladder monkeys eluded me today I didnt see one. Maybe squeeky warned them all and they are in hiding.
I'll be on the hunt again tomorrow. I will post pics!

...and in turn, sending them to your door. ;)

This country is trying to turn into Germany, don't you think?
Why? Because in Germany if a policeman catches you crossing a street at a pedestrian crossing when the little man is 'red'; you'll get fined on the spot. You can't hang washing out on a Sunday, mow your lawn on a Sunday or even wash your car on a Sunday; on Sundays all garage car washes are closed by law.
When I was in Germany (I lived there for several years on and off) the kind Germans even paid us (British Soldiers with kids) German Child Benifit (which is MUCH more than the UKs) and it was backdated for nearly three years. I received a couple of grand for doing nothing and a nice monthly payment from them too; on top of all that tax free overseas allowances and tax free perks we got anyway.
Germany is a soft-touch nanny-state-and-a-half... and the UK is heading that way; if we're not already there now.
But if I want to use a ladder, I'll ruddy well use one; and no-one is stopping me; not even Tennant Clean.
And what's his problem anyway?
