Both ! ;D
Small jobs I quote over the phone, large jobs I go to look at (sometimes). It depends how busy I am.
My spare time is very precious to me, so I dont mind being a bit out on the odd quote, I will charge them the full price next time ;)

Before giving any quote not estimate I always ask first when would they like it done, that confuses them

How busy are you?
if you are not busy, go out and introduce yourself and your services, your success rate at closing the deal will go up.
If your booked up and can't get out to see the client then talk them through sizes and the rest and quote over the phone remembering to tell them that it is based on an estimate as price can be comfirmed on arrival.
Remember new clients need to be seen, to them you are just another carpet cleaner, but if you physically can't get out try 2nd paragraph.

if you are cheap, price over the phone, if your prices are higher than the local average then you have to visit.
but if you do give a price over the phone make sure they know its only a rough estimate, you'll give them the exact price when you arrive.

Generally small jobs, under £100 I give estimate over the phone, most people dont know sizes of carpets so I always say:
"Without seeing it, to give you a rough idea of cost, a standard 2 -3 bedroom 4yd x 5 yd living room carpet will cost in the region of £XX"
We work on standard prices for upholstery so they are easy to quote over the phone, some are easy jobs and you are quids in, others are nighmares, but at the end of the day they balance each other out
If the job is close by or I am passing, I will always call in and quote face to face, the success rate is much much better. Commercial is ALWAYS a visit
You will always find people who just phone and want to know the price, they don't want you to come around, they want it done for next to nothing and are just phoning around. How many of us get daily calls wanting to know the price of cleaning a 3 piece or carpet an when you give them the price its a case of "I'll need to speak to the wife/husband and get back to you" never to be heard of again.

I love that one " I'll have to speak to my husband" Its the biggest cop out of them all.
