hi how do iclean the white spots of block paveing and wot are thay please help

sounds like LICHEN   (Like-en) or it could be a bad painter :-\ If it is Lichen it requires a good moss killer. It wil take a bit for it to die though. Bleach works, soda crystals have been used, powerwashing will remove but that creates a much bigger job.
How much/many do you have to clear?

If you have the ability to pressure wash with steam then this shifts it no problem.
