Hi,

Would you treat felt tip as a water based stain?

It should be water based so initially yes, if this doesn't work use solvents.

Dan water based dyes similar to solvent based dyes still stain.The water or the solvent is only the carrier of the dye. Water based is slightly easier to remove but can and will still permanently stain dependant on how strong the dye is.
As Doug has said can as normally first with water based product which may remove it, if not move onto solvent spotters and flush clean after removal.
