If you wont to do it by hand then, Thompson's Upvc Cleaner, is fantastic stuff to use, they come up like they had just been fitted

upvc solvent cleaner, comes in a bottle, some on ebay, works great, it brings the dirt and stains out first but cleans well and if you use a wet cloth with it on first while quickly following with a dry cloth, it will come up like new.

Wikinsons upvc cleaner really cheap and does the job not much more than a pound a bottle. I've used it on a pad on the end of my pole. Froths up nicely when you rinse it off too.
