Title: SLWCN Meeting with City Of Edinburgh Council

The SLWCN presented a Power Point presentation to the City Of Edinburgh Regulatory Committee last month which went very well. A long with that was a report that was presented last year which you can now view on the SLWCN News page  http://www.slwcn.org/new.htm. (click on the PDF file)

This report was the first ever attempt made by the SLWCN to highlight the problems that we have in our industry in Scotland. Further reports are now a lot more detailed looking into the legal side of licensing as our knowledge and understanding is clearer. We now know more about the law and licensing than some Councils, believe it or not.

After looking into other associations within the Civic trade a lot of members gripes has been the people that run the associations tend to be a secret society and never inform their members what is going on. Hence there are all these small associations around all trying to achieve various objectives with little effect. The SLWCN does not intend to operate that way and all information will be available to all its members and sometimes we will publish information for non members which may effect them. Please note this comment has no reflection on the FED or AWPC.

We have followed all the stages as per Councils complaints proceedures and we are now at the third stage where they now have to take action. There is a last stage but which involves a third party investigating the licensing board but the SLWCN cannot lodge this complaint until we have gone through all the stages. The Councils themselves will not want this to happen so it is in their interest to get this resolved as they are breaking their service of standards.

The law states it is a crime to operate without a licence therefore to impose a licence on window cleaners they need to enforce it. To change any aspects of the law all Councils would have to agree with it and then forward it to Parliament who would accept it or not. As we see it the majority of the Councils are against a National licence so we need to try and work with them to give a discount on multiple licence holders.

In summary the licence is here to stay, we the SLWCN and members now need to work with Councils in making it work for the benefit of the trade. Enforcement is coming but will take time as there is many proceedures that we have to undertake with each Council. The change is coming, be a part of it.

i liv ein scotland and have been on here looking for adivce on setting myself up mate. didn't know there were problems in scotland. i know you nee dto apply for a licence with your council and that but can you give me other detaisl if possible.
