i think the yellow pages issue them. i think is so they can monitor how many calls you get. that said i think most media now use them.
personally i do not like them as it takes away your area code that customers can tell where you are
again i think they are charged a local rates
but bear in mind i have just come home from the pub and this could all just be nosence

070 numbers can be pretty expensive to phone into I believe.  Not to be confused with 07 numbers which are ordinary mobile numbers.

It states on this link that the cost to phone in to such a number is 15p to 49p per minute.  Calling plans don't allow calls to these numbers to come out of call allowances.
Great idea if you switch mobile numbers a lot but won't make you too popular with the custies if they get stung for a big bill.
