Have a look at this document but do not know the ins and outs and legality of it but one interesting point :-
"We agree that these categories (i, ii and iii) should be brought within discretionary use ban powers. It is very difficult for the public to understand why, when they are not permitted to water cars, gardens, etc, other organizations such as local authorities should be allowed to do so. We feel that as many of the uses set out in 5.1.5 as possible (e.g. cleaning of windows and buildings, watering of golf courses, gardens associated with offices, flower hanging and other street installations, vehicle cleaning, etc) should be transferred to discretionary use ban powers. This would help to ensure an even handed approach based on how water is used rather than who is using it. The exceptions to this should be where such restrictions would have a material impact on health and safety or economic activity or livelihoods (e.g. gardens for which an entry fee is charged)."
The latter health & safety and livelihoods covers our industry.
