Have you looked at encapsulation, if you do it properly with the right bonnets and machine, you will get good results

What are the right bonnets and machine??

I find 17" rotaries too heavy, are there smaller ones that put down the same pressure?? if pressure is what is needed.

There 's a 15 " which will handle both domestic and commercial obviously a little slower on commercial than the bigger ones . I think there's a company in Cornwall who sell them !!!!!!!!!!!
