Never give a client an hourly rate, always a fixed price for the job.
The scope of works you describe with the approximate size of building, I would say this would take 2 cleaners about 6 hours tops. You could base your price on an hourly rate, but keep it to your self ;).
So 6 hours x 2 = 12 hours @ say £15 = £180 for deep clean, just a guideline, different areas, different prices?
Sparkle Clean....most of the hard work has been done, so it should mean a whip round with vacuum to all areas and a quick wipe round to affected surfaces, so a lower price.

I think Jake is spot on with time, you just need to decide how much you want out of it.
