Clean It Up

I have a brick merchant customer who has had carpet tiles in their portakabin for about 4 years and has now decided to take them up and go back to the bare vinyl floor.
Having removed the tiles, there is a lot of staining and criss-cross marks on the floor and no amount of scrubbing seems to work. Any ideas anyone???
I have told the customer this looks like it's going to be there for good and told them re-carpeting would be best.
