i am a carpet cleaner , but looking into hard floor cleaning ,never used a buffer before but need to ask whats the difference between high and low speeds and whats the best for scrubbing

A low speed rotary such as the Victor Wolf approx 190 rpm would be ideal or scrubbing. If you use Charly Pads in your carpet cleaning then you may have a Wolf or similar machine already.
Medium speed machines such as the Sprite runs at 250 rpm and would be OK for scrubbing as well as burnishing.
You can then go to machines that operate at 400 rpm or higher for burnishing work.

Even with a semi slow/low speed machine a skit is useful. :-X

scruber from 125 to 500 rpm
polisher from 500 to 1500 rpm
burnisher from 1500 to 2500 rpm
scrubing need aid chemical
polishing need floor maintainer chemical
vurnishing only the heat of burnisher

Very fast rotation and scalps very easily. Then a 400 can do the same
