Thats not USA its Germany. However, you do start an interesting question. How long has WFP been going? I found Tucker Poles advertising and being mentioned on American websites when I first got on the internet about fifteen years ago.

They were obviously a big and established company by then. So when did it all start?

I tried to copy the idea over here with a bog brush on a broomhandle but it never caught on. The first domestic WFP user in this country that I know about was Jason Ruggles. (Although I had seen it used on office buildings about 1998).

Anybody know anything?

I dont know how long they have been used to clean windows but below is from theitr website

Tucker Manufacturing Co., Inc. is a third generation business.  As mentioned, it was started in 1945.  I.L. (Irv) Tucker was our founder and served the organization for thirty years.  After Irv's passing, Tucker Manufacturing Co., Inc. has been led by it's current President I.L. (Tommy) Tucker, who has been associated with the organization, since it's beginning.  In 1988, Tommy Tucker invited and hired his son, Robin B. Tucker, to join the business.  Today, Robin Tucker serves as Vice President and COO of Tucker Manufacturing Co., Inc.
