Would this be any good to reduce voltage from battery to reduce flow of water?

You need a varistream or ecoflow really

Only to be operated at a 12 V~ transformer (50...60 Hz.), not suitable for DC voltage (accumulator)!

Unless you have a mains supply in your van and possess a 12v transformer, then the cheaper option is the eco-flow or varistream, built for the Job.
