Are tds- in readings fairly predictable for what area you live in? General water hardness can be roughly plotted on a map so I wondered if tds readings could be predicted?

Not where I live. Usually around 200 when I put tank to fill in evening. But sometimes when I put it on in the afternoon it is as low as 50!

Im in Norfolk and when i moved here 2 years ago my TDS was around 400 but in the last year its been around 220/230 i even got a new TDS meter to make sure and its the same around 220/230

Had a letter from my local water company (North West Water) a few months back saying they were doing some work on the supply in our area & to expect some possible changes in our water, it coincided with a drop of 200 PPM to just over 100PPM.
Think they said they were flushing some pipes through, but it obviously affected my readings.

My tap water usually reads 026 ppm but sometimes it rises to 36ppm????

Most water companies get their water from more than one source so the likely results are going to vary. Worst source is probably bore holes where they drill down to draw off water held in the chalk deep underground.
Surface water won't be so loaded with limescale but is more likely to contain other dissolved impurities. Remember TDS is everything not just lime.
