Simon, I beleive membership is open to small businesses.

BICS has two membership schemes - Individual and corporate.

The individual membership is granted as per your experience and qualifications i.e. Student Membership, Associate Membership, Full Membership, Fellow etc. etc.

Corporate Membership is charged based on the number of employees so can eventually work out quite expensive.

If you're operating under your own name an individual membership might do but beware - don't put BICS Logo's for individual membership on your promotional material if your operating as a 'business'.
