Title: Are ladders allowed on school properties

Does anyone know.
I have left my ladders on a primary school site I clean twice a year under the care of the caretaker, for the last 10 years as I only use them for this job.
He has left and my ladders have also disappeared. I have no evidence he has taken them.
How would I find out if they are allowed to be used on site before I replace them.

write a letter to the education minister  :)
