Best off going into your local aquarium supplier and getting one suitable for your size tank. No point buying one that doesn’t stop your water from freezing just because it’s cheap to run eg buying a 5w heater when you have a 1000ltr tank   ;D
Also depends on what electric tariff your on , if it’s variable like the most of the uk , then it’ll just depend on how much you use it and how much a kWh is at the time!

no outside,
You might need to make an insulated waterproof box with a  60 watt tube heater : https://amzn.to/3mNPWv2 (https://amzn.to/3mNPWv2) in to stop RO and DI freezing.

It wont freeze in winter. Mines been in the garden for years .

It doesn't get cold enough for long enough apart from maybe when we had the beast from the east but if its cold enough to freeze an ibc full of water then it's too cold to be  cleaning windows anyway.

For a couple of years I had two ibc tanks outside.
No electric heater other than small tube heater for RO cabinet.  I did line the outside with 25mm  polystyrene  and 6mm laminate flooring insulation foil backed.
I would recommend covering out from the elements. The sun will make it go green in the water.
