It means if you have a gallon of water you need to put 16 ounces of whatever (powder?) in it. For those of lesser years  a gallon  and an ounce are old imperial measurements. I believe people now use litres  and kilograms .................(not me though)

That’s the problem with using chemicals from the USA,  they measure them in fluid ounces and the smaller US gallon

1 us gallon = 3.78l
https://www.google.com/search?q=us+gallon+to+litre&oq=us+gall&aqs=chrome.1.69i57j0l7.10662j0j7&sourceid=chrome&ie=UTF-8 (https://www.google.com/search?q=us+gallon+to+litre&oq=us+gall&aqs=chrome.1.69i57j0l7.10662j0j7&sourceid=chrome&ie=UTF-8)

1 oz (us fluid ounce) = 29ml

That means 16 oz to 1 gallon = 464ml per 3.78l which is also the same as 122ml per 1l when mixing other quantities.
