Title: What’s wrong with this?

I can’t tilt the handle, I can easily pull across the locking nut but the handle won’t shift. I’ve soaked it in WD40  but still no movement

if i remember right under the side panel it has gears they might need freeing up

Possibly seized up?

Take the end panel off to remove the shaft I think.
