I have 2 100psi pumps with the same lpm out put. But I use 2 different flow controllers.
Unfortunately 1 is turned up to the maximum and the water comes out of the jet about 12 to 18 inches.
The other is only one is on half flow, but comes out of the jet at least twice as far, with more left in reserve.
Why?

i also have 2 x100psi shuflo pumps one with a varistream controller set at 65 and a shurflo controller set at 5 and then make adjustments summer/winter

Check the pump strainer on the slow flow pump, if it's partially clogged up you will get these symptoms. If you go through any DI vessels after this pump then also check the vessel's internal strainers on the riser tube. There seems to be some kind of restriction, other than that you may have air in the system.

Swap connections round, then you will have a good idea

Are they both running of the same battery ? if so maybe it doesn't have enough power to run both equally.
-
Are the hoses same lengths and bores ?
-
Thanks for all your suggestions.
Here are some answers to the questions :
They are both using a 6mm hose, but the slower one is 100m, faster 50m
They have individual power supply (2 batteries)
No Di Vessel in the van.

Hose length is the answer then i reckon , the longer hose has more (resistance) work needed to get water from one end to the other .
