Even if you had licensing down south it wouldn't stop people hiring scum and the councils wouldn't enforce it either.

Thats the problem, i would be happy  to pay for some sort of licence if it was going to be enforced but i'm pretty sure it wouldn't be. It wouldn't solve things like the above happening but would be a help.
