Does anybody use or know any software which is similar to George or cleaner planner where it is stand-alone on your PC instead of being cloud-based?

No! I've looked!
George is, can be, just backup to a usb drive stick (George automatically saves itself on your computer but I like my own (usb) as well.)  Never had any problems.
Plus it's a one off payment, not monthly payment!
