Not sure why you would want a twin RO on a static system. How much water do you need on a daily basis?

Does a twin 4040 produce less waste as well as a lower tds  per 1000 L of pure ?

No, it just means you have two RO's working at the same time filling the tank quicker.

I'm thinking would be even better still is to have that twin ro/di setup duplicated in the vans too. Then you have the best of both for a static fill and when on large jobs for on demand use too without the fear of running out of pure.
