Is there anything available that will kick off when it senses temperature has dropped to below zero.
Im not talking about a thermastically controlled emersion heater for a tank, but rather somethings that heats the whole shed?

greenhouse type tube heater may do it for you, depends how big your shed is
like this http://www.ebay.co.uk/itm/6ft-TUBE-HEATERS-360-WATTS-FROST-PROTECTION-GREENHOUSE-CARAVAN-SHED-/201677878606?hash=item2ef4f0354e:g:s3AAAOSwzaJX6rRv (http://www.ebay.co.uk/itm/6ft-TUBE-HEATERS-360-WATTS-FROST-PROTECTION-GREENHOUSE-CARAVAN-SHED-/201677878606?hash=item2ef4f0354e:g:s3AAAOSwzaJX6rRv)

A chepo convector heater with frost protect should do the trick

+1
I've tried one and had stuff still freeze.
Something like this with a frost setting would be a better idea: http://www.ebay.ie/itm/Lloytron-2000W-F2003-WH-1-2-KW-Thermostatic-Fan-Heater-Frost-Watch-Protection-/281813323484?hash=item419d620edc:g:zc4AAOSw4HVWCvyp
